[Introduction] Special training pertaining to work of scaffolding assembly, etc.
1. Article 22 of Rules on Special Education for Safety and Health
Special education pertaining to the work listed in Section 39 of Article 36 of the Ordinance on Industrial Safety and Health shall be provided through academic education.
(2) The academic education in the preceding paragraph shall be conducted for the subjects listed in the upper column of the following table for at least the hours listed in the lower column of the same table, respectively, with respect to the scope listed in the middle column of the same table.

(Note)Anyone under the age of 18 may attend the special education stipulated in Article 36 of the Ordinance on Industrial Safety and Health, but they must be over 18 to engage in the concerned work. (Section 25 of Article 8 of the Regulations on Labor Standards for Minors)
(Note)Since the obligatory body of the law is the “business operator,” even the workers of the principal contractor are required to undergo special education when they engage in scaffold assembly work.
2 Who is eligible for special training
(1) Those eligible for special training are workers who are engaged in the work of assembling, dismantling or partially altering temporary work floor and temporary structures for supporting these work floor that are installed to allow workers to work close to the work place, such as double-pole scaffolding, single-row scaffolding, suspended scaffolding, overhanging scaffolding, stepladder scaffolding, etc., in work such as painting high places of vessels, etc., sheet driving, attaching or removing members, etc.
(2) This special education does not apply to the work of assembling, dismantling, or partially changing piers or subboats for concrete installation, which are constructed mainly for the transportation/accumulation of materials, etc.
(3) Those using a stepladder or a portable workbench connected together (with a work platform) are eligible for special education. (Excluding single use)
(4) Indoor portable scaffolding such as upsters and intrays used on stage or at events are subject to special education by administrative notification.
(5) Special education is required when temporarily removing/restoring fall prevention equipment such as handrails and moving/temporarily placing/transporting the removed fall prevention equipment.
(6) When using scaffold for work other than assembling scaffold, etc., the foreman, etc., performing inspection before starting work should undergo special education because knowledge and skills are required for scaffold inspection.
3 Who may choose to skip any or all of the special education courses
□ Those who have completed the skill training course for operations chief of assembling, etc., of scaffold
□ Those who have completed building construction/scaffolding training (ordinary vocational training)
□ Those listed in each clause of Article 1 of the Technical Skills Training Regulations for Chief Workers of Scaffolding Assembly, etc. (Notification No. 109 of the Ministry of Labor, 1972), such as those who have completed training (advanced vocational training) in the residential systems architecture course or the residential systems environment course.
□ Those who have passed the Level 1 or Level 2 Scaffolding Skill Test.
□ Those licensed as vocational training instructors of scaffolding work.
