Re Article 564
The timing, scope, and order of making the information known to the workers set forth in item (i) shall be intended to be an outline, and be taken as a general description..The term “Due to bad weather such as strong winds, heavy rain and heavy snow” shall be applicable to the cases where, in addition to the cases where such bad weather actually occurs in the said work area, weather advisories or weather warnings such as strong wind, heavy rain and heavy snow are issued in the said area and bad weather is expected.
Fall prevention measures: Item 4 shall not apply to the ascent, descent, or movement of workers by folding standards or ledgers.
Lifting ropes and “Lifting bags” set forth in item (v) are not intended to be limited to those specifically made for lifting and lowering.
Re Article 566
The term “inspection of lifeline functions” (Currently fall prevention equipment, etc.) as used in item (ii) means an inspection of whether or not the rope has been damaged, whether or not the diameter and length of the rope are suitable, and, in the case of those with a band, the condition of the attaching portion between the rope and the band, whether or not the attaching fittings have been damaged.
Re Article 567
Strong wind: Wind having a 10-minute average wind speed of 10 meters per second or more.
Heavy rain: Rainfall of 50 millimeters or more per rainfall.
Heavy snow: Snowfall of 25 cm or more at one time.
Earthquake of medium intensity or higher: Earthquake of intensity level 4 or higher.
Wall tie strength: Strength should be approximately 500 kg or more per place.
Re Article 571
Single-pipe scaffolding means scaffolding which combines steel pipes with fittings and fasteners at the site into a structure similar to a scaffold.
Prefabricated scaffold means scaffolding assembled on site frames made in advance of fixed shape using steel pipes as main materials, as well as special fittings and accessories.
The “direction of the crossbeam” of item (i) means the direction in which scaffold ledger is attached, and the “direction of the beam” in the same item means the direction in which the brackets are attached.
The term “loading capacity between the standards” as used in item (iv) means the capacity to be loaded on a single work floor surrounded by four adjacent standards.
The term “at each fifth level” set forth in item (v) means a tier within five tiers, made of one tier vertically connected frame regardless of the presence or absence of a work floor.
The provision of item (iv) of Paragraph (1) stipulates the maximum load that can be loaded on one span of a single layer between standards in order to prevent the destruction of horizontal materials such as ledgers and brackets of scaffold constructed of steel pipes conforming to the steel pipe regulations.
However, the maximum loading capacity of the work floor should be determined in accordance with structure and materials of scaffolding pursuant to the provision of Article 562-2. With ordinary scaffolding, the load per steel pipe should be limited to 700 kg. Therefore, in consideration of the dead weight of scaffolding, it is not appropriate to load 400 kg each over three or more layers of the work floor.
With regard to Item (v) of Paragraph 1, the purpose of providing horizontal members at the top layer of the prefabricated scaffolding and at every fifth layer or less where the ledger frame and the steel plate ledger frame may be regarded as horizontal members is to be such that the prefabricated scaffolding can sufficiently withstand the horizontal load.
Therefore, any “ledger frame” or “steel plate ledger frame” shall be limited to those having sufficient strength, and the locking part of the clasp fitting is securely fixed to the main frame, etc. at four places.
Re: Article 575-3
” etc.” of “strain, etc.” shall include sliding of binding parts of members and settling of supports.
Article 575-6 (Measures to Be Taken for Work floors)
“etc.” of “soil, etc.” set forth in item (i) includes strata.
“etc.” of “square timber, etc.” in item (i) includes pot plates and stone (chestnut stone).
“etc.” of “using, etc.” set forth in item (i) shall include measures for placing concrete, driving piles and fixing legs.
“etc.” of “diagonal bracings, etc.” in item (ii) includes work floor, drawing ropes and horizontal ties.
The term “clamps” of “fastening parts, etc.” set forth in item (ii) means clamps such as orthogonal clamps, universal clamps, etc., and “etc.” refers to those containing bolts.
“this does not apply when provision of handrails, etc., is considerably difficult due to the nature of the work….” in item (iv) includes cases in which it is extremely difficult to install handrails, etc. due to the location where the work platform is installed or the structure of the work platform, and cases in which the materials to be handled are usually long or large, so that installing handrails, etc. would make the work extremely difficult.
It should be noted that the measures prescribed in item (iv) do not need to be taken if no workers are allowed to enter the edge of the work floor because of the measures taken to prohibit entry, etc.
Article 575-7 (Assembling of the Work floor)
The meanings of ” strong wind, heavy rain or heavy snow, etc.” of item (iii) and “Hanging bags” of item (ii) of Article 517 -3 shall be the same as the meanings of “Hanging ropes” and “Hanging bags” of item (iv) of the same Article.
The meanings of “due to strong winds, heavy rain, heavy snow, etc.” in item (iii) and “lifting rope” and “lifting bag” in item (iv)shall be the same as those of “due to strong winds, heavy rain, heavy snow, etc.” in item (ii) of Article 517-3 and “lifting rope” and “lifting bag” in item (iv) of the same Article.
